Paragraph 44. The general or other Officer Commanding is responsible for the proper compilation and punctual transmission of such Annual Estimates as may be required. The Estimates prepared on the Army forms provided for the purpose, will be despatched so as to reach the War Office not later than the 1st November.
45. In the case of stations abroad the estimates will be considered by a committee, composed of the Governor, if he should desire to take part, the general or other Officer Commanding, an Officer of the general staff, the commanding Royal Engineer, the chief ordnance officer and the District paymaster. The committee will carefully consider each item in the Estimates, and will suggest for the Secretary of State's consideration such reductions and alterations as they may deem expedient and practicable. The report of their proceedings and recommendations will accompany the Estimates.
